Citizen Community Boards (CCBs) were formed under the Local Government Ordinance 2001 to initiate public participation at grass root level for the local development. This paper will explore the role of the Citizen Community Board (CCB) in the local development.
Abstract
The process of decentralization and community participation at grass root level has been started after the promulgation of Local Government Ordinance 2001 throughout Pakistan. The objective is to achieve good governance, transparency and provision of adequate services at the doorsteps of local communities. The government is very keen to the devolution of powers at gross root level to build a sense of trust among the public. The local community has been given a chance to participate in the local development through a legal and institutional means under Local Government Ordinance 2001.
The formation of Citizen Community Board (CCB) is prerequisite to involve local community in the process of local development. The basic purpose of Citizen Community Board (CCB) is to motivate, participate and engage the local community in the process of local development. The non-political and non-official members of community form Citizen Community Boards (CCBs), so as to think, plan and decide about the local development in accordance with the needs of local community.
This paper will express the role of Citizen Community Board (CCB) in local development and how the local community can be engaged in the process of local development. The Citizen Community Boards (CCBs) being a new initiative of local government reforms, are facing lot of problems during their working process. The comparative picture will evaluate the processes of local development by Citizen Community Board (CCB) and will reflect the difference between policy framework and ground realities.
