Abstract |
Brasilia is one of the more important icons of the modern movement. Despite all the good intentions of the planners, the city since its start has developed in a segregated manner with two types of urbanization – the area of the “Plano Piloto” highly serviced and equipped, and the poor informal periphery surrounding it, lacking in amenities and infrastructure. The modern movement ideal of having all social groups living in mixed income residential neighborhoods with all the modern amenities was not achieved from the beginning. As a result the city and its metropolitan area currently face problems of efficiency and equity. Settlements in the periphery lack infrastructure and services and poor accessibility to the “Plano Piloto” limit access to well-paying jobs. The solution to these problems require actions in five fronts – 1. a more homogeneous provision of services, 2. the development of service and employment centers at the periphery, 3. improve accessibility and transport at the metropolitan and inner city levels, 4. break its monocentral structure and replacing it by a network-based system of centralities, 5. to offer at the periphery public spaces and buildings with strong symbolic content enable to develop in the inhabitants a sense of belonging. Those policies require innovative solutions to be undertaken at the different government levels that are responsible for its urban management in strong partnership with the private sector. |
