Raise (and fall!) of Information Technology (IT) Industries Vs Landuse and Infrastructure in Chennai City ¡V India

ABSRACT

Chennai City is the fourth largest metropolis of India holding about 5 million population. It is the capital of the state of Tamil Nadu having its unique characteristics of quite and horizontal spread unlike other metros of India where the recent developments are vertical in nature. Chennai had a consistent physical and economic growth but with the exception of the recent developments related to IT industry which had brought in pulsate development. Chennai is one among the four metros in India that attracted It developments having one fourth Indian IT activities are done here. Then, IT industries development in Chennai is a ¡§pulsar¡¨ for Chennai or not is the question that raises now. A quick analysis of this metro¡¦s development cast that no single development had so much of physical, social and economic impact into this metro than the IT boom had in recent past. It is analyzed in this research that IT industries had sprinkled surprise over urban planners and mangers. These development were so fast and concealed in the beginning, the planners taken these activities as another simple industry / training activity. However, it had a differential development wavelength. (i) IT developments are the most significant activity that is pulsed on all the four metros of India. In addition, all these metros try to retain its association with the world of IT development - implying lot of government and private investments are continuously made on it. (ii) IT industries started quite developments but slowly replaced residential, commercial and official spaces of advantageous locations of the city. Therefore, it played unexpected displacement and economic value of the built spaces. (iii) While on boom, it start clustered for the reasons of neighborly to certain centralized infrastructure which later poised to develop as the corridor of IT development. (iv) IT industry attracted many young migrants and paid enough to have unique living environment having demanded life style thereby producing social value that are not heard of in the history of the city. (v) The demand and supply of the IT activities are highly exogenous and having high mobility of people among locations and countries. This let that the sites of IT development need to be connected with transportation corridors carrying shortest time route to airport and the likes.

An investigation is made in this paper that the pulses of these activities on Landuse structure space occupancy, functional linkage, corridor and nodes of development in Chennai City. Attempt is also made to analyze the IT developments in less than a decade caught the planners less aware of the wavelength of IT developments. It is to be seen that by the time of implementation of separate IT policy, the IT market has seen the effect of recession all over the world. It is the planner job to workout the plan for the usage of vast IT infrastructure on recession as well as have an eye on will IT development repeat and what it may demand?
