While the City of Mexico works to frame suitable compactness policies, the surrounded municipalities (State of Mexico) give permissions to sprawl over the Metropolitan Area of Mexico City.
Abstract
The Metropolitan Area of Mexico City (MAMC) is conformed by the City of Mexico (16 delegations) and 56 municipalities surrounded by the State of Mexico and the State of Hidalgo. This area has grown uncontrollably since the second half of XX century. Since then, it has been sprawled and its urban extension has reached incredible dimensions. Its length represents from 50 to 55 mile (80 to 90 km) and it takes over 3 hours to cross it.

Since the emission of the Urban Development Program of Mexico City (1996) authorities have contemplated “Recycling Potential Zones” as one of their territorial policies which spotlights the use of sub utilized infrastructure and equipment. This negative situation has been originated by gentrification phenomena. This policie has achieved to recover several city zones physical and socially.

Nevertheless, different policies have been applied to the surrounded municipalities. They have allowed urban sprawl by building thousands of houses without taking care of the MAMC impact reflected by the lack of urban equipment, freeways without adecuated capacity and insufficiant urban services, among others.

While the City of Mexico works to frame suitable compactness policies, the surrounded municipalities give permissions to sprawl over the MAMC. There are commissions and urban planning instruments to link territorialy both areas but have not been considered by anyone. This situation expounds the urgent need of more efficient technique – legal elements as well as a political will in all levels (federal, state, municipal) with character of metropolitan governance.
