Rosario Municipality has implemented land value capture instruments. With them, in a city with a high rate of poor population to be assisted, architectural and historic buildings are being helped to be restored and new public spaces will be built. |

Abstract |
Since last years, Rosario Municipality has implemented land value capture instruments. Professional and business organizations have complained about them because, they argue they are will have direct effects on land values (and also on profits). But now they are installed and they became a welcome new source of incomes in a city with a high rate of poor population to be assisted. With these new incomes, architectural and historic buildings are being helped to be restored by the Municipality. Also, new public spaces will be built with these incomes. The paper to be presented deals with the emergence of these instruments, the justification for their implementation, the first cases of their applications, their consideration in last Urban Plan, the incomes gained and their use in different districts of Rosario in building restoration, public spaces organization and land for public housing. The paper will finish with a brief evaluation about the results of these news instruments in the perspective of a more equitable and inclusive city. |
