Modern city planning governance in China has evolved significantly in the past half century, as the scope, normative system and content of city planning governance have undergone fundamental changes. Using the example of Wuhan city, the paper reviews the history of modern city planning governance in China and the relationship between urban planning and management. |

Abstract |
During 60 years after the new China founded, modern city planning governance pattern evolved from a pre-construction management in planned economic system to a principle function of city government, and a kind of public action which all could be widely involved in setting. The scope, nomocracy system and content of city planning governnance have undergone fundamental changes by the ineraction of inner and external forces. Citing with Wuhan city, the paper divided the process into three stages by reviewing the history of morden city planning governance and comparing the order of urban planning and planning management relationship. The first stage is characterized by urban planning place of management from 1949 to 1978, the second stage is characterized by the separation of urban planning and planning governance from 1979 to 1990, the third stage is characterized by the requirement of urban governance to determine the content of city planning from 1991 to 2009. It discusses the characters of each stage, also explores the subsystem impact of national policies, economic environment and social class relations, land control etc, from planned economy, planned commodity economy, to free market economy transformation. The experience is useful for improving the efficiency and quality of urban and rural planning governance system which is still in the process of dynamic development. |
