Abstract |
More than two thirds of the mega-cities all over the world are facing the risk of sea-leave rising due to the climate change. Besides this global trend, cities become more and more important not only for the higher speed of urbanization, but also for their huge consumption on energy and materials and consequent climate impacts, especially in developing countries after the financial crisis. Delta City will be a symbol of climate vulnerability to human beings in next decades. To rise to the challenges, new philosophy needs to be adopted in their urban master planning procedures. After comparing various practices taken in delta cities in different continents, this paper argues, to link up addressing climate impacts, governancing water systems and re-storing urban ecosystems by spatial and management tools in urban master plan is an essential approach. Traditional land-use plans are updated to a systematic plan to integrate innovative adaptation strategies. Atmosphere, water, soil and biodiversity have never had been such invaluable to the increments of urban population and economy. Dongying, the delta city of Yellow River, has been taken as a case to demonstrate this approach. In its latest master plan, a comprehensive eco land-information system was built, including the climate impacts introduced by land-use change and anthropogenic activities according to the IPCC indicators. Countermeasures of planning are defined, including key eco-functional areas, eco-security zoning and an industrial strategy of eco-economy, etc. The accomplishments, shortages and prospects are also discussed for knowledge sharing. |
