Abstract |
Urban renewal planning projects are often time-consuming and inefficient to implement due to multiple land ownerships, competing demands, and lack of a standard negotiation mechanism. Whether an urban renewal project ends up implemented smoothly often depends on the financial strength of the developer. Against a backdrop of economic transformation in the Shenzhen Special Economic Zone (Shenzhen SEZ) in a case study of Shekou, the paper discusses how to make a more practical urban renewal plan by considering multiple issues including industrial upgrading, sustainable development, land policies, and a financial balance between stakeholders. |
