Abstract |
Beichuan new town is the only county seat reconstructed off-site after the May 12th Wenchuan earthquake and the new capital of China¡¯s only Qiang autonomous county. The complexity and urgency of post-quake reconstruction is emphasized during the planning process through the incorporation of government decision-making with residents expectation, innovative ideas with practicable approaches, as well as the incorporation of planning strategy with projects, sector planning with engineering construction, spatial layout with urban design, and planning regulation with construction management. This effort explored the Planning and Design Operation Mechanism within the context of a rapidly urbanizing in China: a single ''funnel'' for filtering technical responsibilities and a single ''tap'' for streamlining implementation, and formed the ¡°Beichuan Mode¡± that features efficient and quick reconstruction. The mode was promoted by the central government in the following Post-disaster reconstructions. |
