Abstract |
Financial crisis leads Chinese Government realizes that urbanization has dramatic influence on stimulating domestic demands. Meanwhile, due to the strategy of Resource-conserving and Environment-friendly Society, rate- oriented urbanization should be transiting to another style, which concerns about its quality as well as the rate. However, in China, the government still focuses on the urbanization rate instead of quality, and is facing to problems as follow: economic growth rate widely varied between towns and countryside, most migration from rural area could not get residential permit even they work in city, and industry is high power of consumption. Due to the urbanization of China were driven from top to bottom, policies are significant in the process of urbanization. At the same time, Chinese scholars are becoming increasingly aware that urbanization research should be combined with China's political, economic, social and institutional background (Sun, 2005; Yang, 2011). In consequence, the research and practice regarding to urbanization could not simply repeat developed countries[simplequote] experience. Therefore, the new concept of urbanization would be introduced in China. Moreover, New-urbanization should return to the nature of migration, industry and society transiting, and be focused on its process and quality of the urban-rural changes. To complete the transformation above, it needs to confront new targets and the existing problems at the same time. On the basis urban-rural integration, new-urbanization would achieve migration equality of the right, the high level of industrial development and resource environmental sustainability society. Meanwhile, by reference to the relevant academic literature, official statistics, as well as the interviews of the relevant departments, including city construction, population administration, land management, and industry development, the constraint policies of rate growth and quality improvement in urbanization in China could be indicated in three aspects. These three aspects are the urban-rural dual system of population administration, unclear property rights system of land management and low efficiency of public administration system. Consequently, the institution structure, related to China[simplequote]s new-urbanization, could be promoted through reforming four aspects of policy. Firstly, for inter regional and rural-urban population movement, step migration polices should be adopted to simplify political and management paper work. Secondly, to create equal developing platform for urban and rural area, construction land owned by rural collectives should be allowed to deal in land transaction market as urban construction land. Thirdly, financial power of small and medium scaled cities could be expanded to improve the investment ability for infrastructure. Finally, an intergovernmental cooperation system should be established to achieve the interregional cooperate governance.
