Abstract |
Greenway Planning and Construction (GPC) has achieved good results in crossing the barriers of dual management system and promoting the development of urban and rural plan as a whole with a low-carbon model. By exploring the new path of low-carbon models for coordinating the development of urban and rural differentiation to meet the demands of the future sustainable development, this paper aims to find ways in which current institutional barriers can break to balance the urban-rural development.
The contents of this paper are divided into two parts; the first part is a theoretical research on policy in which it is firstly clarified that the future development model for urban and rural areas, as a whole, must cross the current institutional barriers of a management policy and, secondly, it is proposed that the concept of sustainable development must be followed when exploring new ideas for the urban and rural overall development in low-carbon model; in addition, the first part highlights the advantages of the GPC when crossing the urban-rural dual management system and promoting low-carbon development.
The second part shows the case study. GPC of Dongguan City in Guangdong province was analyzed to expand the empirical research in order to validate the points of view proposed in the first part of the study.
The main outputs of these research are: ①The GPC is one the most effective ways to implement a low-carbon development model in Dongguan; ② In the current urban and rural dual management system of China, through the GPC, the idea of the urban-rural overall development in Dongguan, can effectively be realized; ③The GPC promotes the integration of space, environmental and economic resources and infrastructure constructions in urban and rural areas, which in turn promotes the overall urban-rural development of Dongguan.
Finally, this paper suggests that the implementation of the GPC and, therefore, the promotion of the urban-rural overall development based on a low-carbon model in Dongguan, still need to be analyzed from other perspectives, such as the regional economic development level, the government disposable income and the per capita disposable income.
