Abstract
MADRID STRATEGIC REGIONAL PLAN. ACTIONS FOR THE
METROPOLITAN AREA: SUCCESS AND LIMITATIONS


ABSTRACT


This work summarizes the results of the application of the metropolitan strategy included in the Regional Plan of the Autonomous Community of Madrid (1997 -2016), with special emphasis in two innovative aspects: the design of the territorial model and the related management mechanisms. The work concludes with a review of the key situations - positive and negatives - that characterized the first years of its operative life (1997 -2004).

The proposed structure is the following one:

1. The metropolitan planning in context. Towards a new territorial model for the region of Madrid. Territorial dynamic: between urban growth and centrality. Political conjuncture and regional planning.

2. The territorial model. Theoretical base: the reticular organization. Territorial proposals: the Units of Balanced Development and the Lines of Force.

3. The regional management. Basic topics: consent, variable geometry and sliding horizon. Coordination and compatibility: the Protocols.

4. Successes and limitations of the Regional Plan.

„X Factors of success:

- Infrastructures of transport: fundamental aspect for the development of the municipalities, including reserves of land for FFCC - for massive transport of people - and highways - for goods transportation (Lines of Force).

- ''Positive'' planning: delimitation of the required spaces for the urban growth within the Units of Balanced Development, for the allocation of new dwellings.

- ''Negative'' planning superimposed to the ''positive'' one: definition of regional reservoirs, excluded from the urban growth to ensure the regional sustainability.

- Decentralized planning for the regional growth and the promotion of medium cities: special attention to those municipalities located more than 30 km. of Madrid City.

„X Conditions of restriction:

- A non- linking policy: lack of relationship between the programming - proposed by the regional government - and the execution - in charge of the local governments.

- Attitude of the municipal administration: the fitting of the territorial pieces depends on the incorporation of the municipalities to the regional plan, limiting the capacity of the territorial strategy to reach its objectives in a relatively stable timing.
- Dependence of singular agreements: necessity of a permanent negotiation between both administrative levels by means of Protocols: punctual pacts that fix the conditions of the municipal growth - number of new housings - and the reserve of land for the lines of force and the protected spaces.

- Capacity of negotiation and political wills: the relationships between the regional administration and the local authorities are variable and dependent of the political circumstances.
