1.New Internet Technology for Interactive Citizen Participation in Cyberspace
2.The originality of this study is to represent the possibility to realize the interactive citizen participation in city planning sharing the virtual urban space among users on the cyberspace using the new Internet technologies. More and more municipalities are using the Internet technologies to publish information about urban planning process and the difficulty to share the 3D image of the city among planners and citizens is being turned out. With these points as background, we examine the features of the new some Internet technologies and its utilization, and challenge to conquest this problem.
3.The number of the municipality using the Internet technologies to communicate with citizen have been increasing rapidly in recent years in Japan. At present stage, we can see the published planning process and explanation of technical terms about urban planning, and citizens' comments are gathered on BBS(bulletin board system) on text and 2D figure based WebPages. The most advanced municipality collects the citizens' opinions and proposals using e-mailand BBS. And parts of them were reflected in comprehensive plan of the city actually. Another municipality introduces an advanced technology such as WebGIS. By using Internet technology, citizens can get information about planning process for the future image of their own town and participate in the discussion on the web anywhere, anytime. Though occasions for participation in discussion are increasing and a way of gathering information are improved, it is difficult for citizens to understand the their own space image by character and 2D figure based communication. These are the problems which should be solved future.
On the other hand, the Internet technology accomplished remarkable progress lately. Various technologies have been developed for handling 3D image of the city. Among these, the outstanding technologies are as follows.
The image of vector format data and gradients, animation, and filter effects can be treated by the SVG(Scalable Vector Graphics) based on the XML(Extensible Markup Language) technology. The precise and quality web graphics and web design can be displayed using SVG. And Image-based Modeling technology is developed to make 3D building data in urban space from photographs. After converting it to VRML (Virtual Reality Modeling Language) data format, users can see and confirm it from any viewpoint. The 3D modeling data and documents written in BBS and e-mail are managed unitary by recent database management system technology.
We can share the 3D city image on Internet and exchanging information interactively using these new technologies. We are developed the system to support citizen participation on the web and evaluating. This system will be useful to facilitate citizen participation in city planning.

Abstract |
The purpose of this study is to represent the possibility of new the Internet technologies for the interactive citizen participation in city planning sharing the virtual urban space among users on the cyberspace. The Internet is used for publishing the information about urban planning process by most local governments, on the other hand the difficulty to share the 3D image of the city among planners and citizens is being indicated. With these points as background, we examined the features of some new Internet technologies applied them for interactive citizen participation. |
