Territories and Innovation Systems: Cooperation Strategies between Universities and Companies in Taguspark
The aim of this paper is to analyse the municipality of Oeiras “Innovative Territorial Ecosystem” in the context of its Regional System of Innovation and to study the implications that the new dynamics systems promoted by the Science and Technology Parks (ex. Universities and R&D institutions) have in the development of the creative economy and in the competitiveness of the urban spaces.
This research will focus on how cooperation strategies between universities and the entrepreneurial system can promote the development of STP’s into creative and innovative ‘Learning Villages’ (Sanz, 2001), improving the regional system of innovation.
Firstly, it will be traced the portrait of the regional scale on R&D matters. Thus, choosing Taguspark as case study (the larger STP in Portugal), it will be held a diagnosis taking into account its territorial integration at the municipal level, its shareholders model, its practice of management and the strategies behind this new “urban atmosphere”.
In this sense, it will be important to identify and describe the local institutions, its sectors of activity and the R&D entities main domains. On the other hand, there is needed to determine the quality of the local space, its identity and the urban “creative-friendly” environment it promotes.
Finally, a set of strategic guidelines will be drawn up to improve the performance of cooperation practices between universities and companies, thus reinforcing this parks’ contribution to a more innovative regional and local development. |
